The coin is heavily damaged, having been holed at some point and being a bit smashed on the right side with rough surfaces. That being said, the coin still appears to have original luster and reflective surfaces, possibly making this a rare proof issue. I know proof coins from the 1800's did not always have the extremely reflective surfaces that modern proof coins have and it appears to have a wire rim on the reverse indicative of proof strikes. However, I do not know enough about seated proof coins to make a call on this one, and will let you draw your own conclusion based on the photos.
