Jeans were also hemmed without cutting the fabric so that you can let out the inseam. This is a technique that Jean enthusiasts follow so that original length of the jean is not lost when tailoring it. See last photo for details. As noted, there room to let out an extra 2.25” of fabric on the inseam/outseam. The inseam in the listing is if the fabric were to be let out to its original length.
