Not sure if it's complete or not but what you see is what you get. You get 6 shapes (star, triangle, square, rectangle heart and circle). You also get 8 from the Sea Creatures: Barney, Baby Bop, dolphin, sea horse, shell, crab, starfish, and fish. There is also a plastic knife (not sure if it was part of it but it's included). Super cute and fun. Great price for a Barney fan to have fun with.
