Steiff? Bear. Antique/vintage stuffed Panda Bear. 10" Tall, Sitting

Description: I do not know if this is a Steiff Bear. I know it's old, I know the open mouth rimmed in "used to be" black...now faded to gray, is something I've only seen on Steiff bears. He is a panda bear, sitting, 10" high, with a head that turns. No other joints are moveable. I don't know his material composition. He's obviously been loved for years. I've done all the research I know how to do, and the true identity of this bear eludes me. Maybe someone will be able to identify him. If anyone does, I'd surely appreciate the information.
